Cosimo, ein kleiner Ganove aus einem römischen Vorort, wird wegen eines versuchten Autodiebstahls verhaftet und ins Gefängnis gesteckt. Mit seiner Bande von Kleinkriminellen macht er sich auf die Suche nach einem noch schäbigeren Mann, der bereit ist, die Schuld auf sich zu nehmen. Diesen finden sie in Peppe, einem etwas einfältigen Boxer, der die Polizei nicht von seiner Schuld überzeugen kann. Cosimo findet jedoch die Zeit, ihn über seinen neuen Coup zu informieren: den Einbruch in das Mont de Pietè. Nach seiner Freilassung versammelt Peppe die Schlägertruppe des Ganoven um sich und ernennt sich selbst zum neuen Drahtzieher des Projekts.
