Voici près de vingt ans que, selon le général Franco, la guerre d’Espagne est finie. Pourtant, comme de nombreux communistes, Diego continue la lutte depuis Paris où il a trouvé refuge. Sous le nom de René Sallanches, dont il possède le passeport et a emprunté l’identité, il tente de rejoindre l’Espagne. Suite à l’échec de cette mission clandestine, Diego commence à craindre pour son ami Juan qui, de son côté, risque de se faire arrêter dès son arrivée à Madrid. Il part à la recherche de son camarade mais se découvre un ennemi intime peut être plus grand encore que la dictature franquiste : le doute sur les tenants et aboutissants de la lutte antifasciste.
Note : le scénario de La Guerre est finie écrit par Jorge Semprun s’inspire du parcours personnel de l’écrivain espagnol exilé en France qui, deux ans auparavant, s’était vu évincer du Parti Communiste espagnol clandestin pour « divergence de point de vue par rapport à la ligne du Parti. »
