En 1991, le pouvoir albanais vient de tomber. Fiore et Gino, deux escrocs italiens, y achètent une usine à un prix dérisoire. Contraints par la loi d’avoir un associé albanais, ils le trouvent en la personne de Spiro, vieillard muet, malade et sans famille. Le jour où ce dernier disparaît, Gino parcourt le pays à sa recherche, et se retrouve parmi les candidats à l’émigration cherchant à rallier l’Italie.
