1991, im postkommunistischem Albanien. Fiore und Gino, zwei italienische Betrüger, kaufen dort eine Fabrik zu einem Spottpreis. Da sie gesetzlich verpflichtet sind, einen albanischen Partner zu haben, finden sie ihn in Spiro, einem stummen, kranken alten Mann ohne Familie. Als dieser verschwindet, sucht Gino im ganzen Land nach ihm und findet sich unter den Auswanderern wieder, die nach Italien wollen.
