Macheath, chef de la pègre londonienne, épouse secrètement la fille du roi des mendiants. Lorsque celui-ci le découvre, il ordonne au chef de la police d'arrêter et de pendre Macheath. Si rien n’est fait, en guise de représailles tous les mendiants de Soho perturberont le prochain couronnement.
