Envoyés du gouvernement soviétique, Iranoff, Buljanoff et Kopalski débarquent à Paris avec une mission précise : vendre les bijoux confisqués à une aristocrate russe afin d’acheter des machines agricoles. Les trois compères sont tellement grisés par la capitale qu’ils en délaissent leur devoir pour s’adonner joyeusement à la boisson en compagnie de jolies femmes. Avertie des événements, leur hiérarchie envoie aussitôt sur les lieux leur meilleur agent, aussi austère qu’implacable : Ninotchka. Arrivée à Paris et bien décidée à remettre les trois camarades dans le droit chemin, la jeune femme fait la rencontre du comte Léon. Devant cet homme drôle et séduisant, Ninotchka baisse peu à peu la garde.
Note : avec pour slogan « Garbo rit », Ninotchka fût la première comédie tournée par Greta Garbo, fameuse pour ses rôles de femme fatale froide et inaccessible.
